The Parish Plan was started back in 2002. A questionnaire was designed and developed to find out what the needs of the people of Horringer really were and a copy was delivered to every home in the village and then collected. 84% of them were returned, which was the highest known return rate! These were then collated, and the results produced and analysed. It was from these results that the Parish Plan was drafted. An open day was held to gauge the village's opinion of its contents and it was finally submitted to the Parish Council in December 2005.
The Parish Plan provides a blueprint for what the people of Horringer need now, and would like for the future. Some of the main aims and issues to be highlighted concerning the long term future of the village were:
- Resist commercial development
- Adult education courses/additional clubs in school and/or community centre
- Care in the Community
- Preserve landscape and environment

- Affordable housing - development on former Cecil & Larter site
- Development of Village website
- Grant to Community Council
- Dog bins
- Village information pack for new arrivals
- Expansion of Neighbourhood watch
- Car sharing scheme
- Develop a transport action plan
- Ensure continuation of the Youth club
- Map and develop our walks and footpaths
- Investigate buying/leasing land for recreation facilities
- Community Centre Car Park!!!!! – work with Community Council to raise funds for repair
